United Nations Volunteers ========================================================== OPENING FOR DETAIL/TEMPORARY ASSIGNMENT Job Title: Acting Coordinator, UN Joint Programme on Population Closing Date: 10 March 2010 Organizational Unit: Uganda Country Office, Africa Region Duty Station: Kampala Duration: 3 months (minimum) Level: ICS-11 Background Information The Government of the Uganda is committed to UN Reform and has requested the UN system in-country to accelerate its efforts towards greater harmonization and strengthened co-ordination and align itself strongly in support of the Paris Declaration and the Accra Agenda for Action. In this spirit, the UN Country Team has articulated a unified vision in its new United Nations Development Assistance Framework which is that it “seeks to support the capacity of Uganda to achieve the national development plan, with a focus on equity and inclusion, peace and recovery, population and sustainable development”. The UNCT in Uganda has identified a number of areas for joint programmes as a key implementation modality for the UNDAF. One of these is a Joint Programme on Population. Within this context, UNFPA is seeking candidates, with the appropriate profile, at the level of ICS11, for a detail/temporary assignment in Kampala. The detail assignment will be to cover the roles and respo nsibilities of the Coordinator UN Joint Programme on Population (under recruitment) for duration of minimum 3 months as Acting Coordinator, commencing April 2010. Subject to approval by his/her supervisor, the selected staff member would be temporarily detailed to Kampala for a period of minimum three months. Main Tasks and Responsibilities Under the overall guidance of the UNFPA Representative and the direct supervision of the UNFPA Deputy Representative, the Acting Coordinator UN Joint Programme on Population will manage all aspects of the inter-agency effort and provide oversight mandated of UNFPA as the Administrative and Lead Agency of this Joint Programme. More specifically, the Acting Coordinator UN Joint Programme on Population will: 1) Provide strategic and technical guidance to UNFPA and other UN agency staff to participate and, where appropriate, provide leadership in their respective roles as identified in an agreed division of labour between participating agencies in accordance with UNDG/DOCO guidelines for UN Joint Programming. 2) Head and manage a unit that is being set up for overseeing the UN Joint Programme on Population, co-ordinate between participating agencies and act as the main convener for the Steering Committee for the UN Joint Programme on Population. 3) Ensure coordination with national stakeholders and other development partners in the finalization and start up of the UN Joint Programme on Population. 4) Liaise regularly with the Programme Management Team and the Resident Coordinator Office to provide regular progress reports and briefings to the UNCT members. 5) Co-ordinate with participating agencies in annual work plan planning, review and reporting processes in line with the agreed monitoring and evaluation framework of the Joint Programme, within the context of the UNDAF, as well as any revision of the Joint Programme document that may become necessary. 6) Support resource mobilization efforts related to ensuring that the UN Joint Programme on Population is adequately funded and that the mechanism for allocating additional resources is functioning according to the rules established in the Joint Programme document, the Administrative Agreements, the Memorandums of Understanding with participating agencies, and the relevant UNDOCO guidelines. 7) Facilitate knowledge building and results-based change management, through identifying and synthesizing best practices and lessons learned on effective implementation of the Joint Programme in the context of overall UN reform and Delivering as One as a UN System in Uganda. 8) Work closely with the UNFPA Senior Management and with all Team Leaders in addition to the United Nations Interagency Population Group (IAPG) and the Heads of other UN Joint Programming initiatives. 9) Provide overall guidance to the UNFPA country team on issues of UN Reform and support the coordination and monitoring of activities that UNFPA manages and participates in within the context of Delivering as One in Uganda. 10) Perform any other related tasks that may be required. Required Qualifications and Experience · Advance post-graduate university degree in Population Sciences, Demography or a related field in Economics or Statistics. · At least 7 years of relevant experience at national and/or international levels in the area of population and sustainable development. · Strong results-based programme management experience, with particular focus on strategic planning and capacity building · Experience in national and/or sectoral policy dialogue, especially in the context of UN Reform and Joint Programming, and the new aid environment, would be a distinct advantage · Proven achievement in managing a complex multi-partner, cross sector and cross cutting initiative is essential, preferably involving also multiple UN agencies. · Fluency in written and spoken English Ms. Janet Jackson Representative
