I feel we are blowing our heads over simple things, some of our reommandations 
seems to be triggered by emotions which should not be the case for 
interlectuals of our level.

we need to know the operations of local governments, i remember i gave members 
a terminology of COMMITTED FUNDS, and Tom Aliti also went further to give more 
explanation on how funds can be retained even if the financial year has ended.

what we should be discussing on this net is wheather Arua District has commited 
the funds, than talking of sacking, jailing etc.

i advice that let us improve the quality of our discussion than using the net 
for abusing each other.

My suggestion is that the entire Arua district officials in charge/responsible 
for the finances  be sacked immediately and a new one appointed for the 
following reasons:

i. Failure to offer advice to requisitioners to utilize budgeted and allocated 
funds thus failing to provide the services as a result this incompetence.

ii.Wastage of resources:Budget Officers should resign their positions 
immediately and be charged by DPP for wasting scarce resources-they're to be 
held criminally responsible and jailed as these resources could have been 
used to acquisition drugs,maintain the road networks,etc.

iii.Incompetence:Lack of foresight,effective monitoring,proactiveness and 
strategic planning to perform their basic functions.

My recommendations for the next budget (2010/11) is that the Arua district 
budget must be reduced by 1.7 b shillings and I am so angry to see people 
causing such wastage with impunity-let us curb this seriously and I want to see 
WND participate actively in contributing to ensure this never repeats by doing 
the following:

i.Write to the concerned authorities demanding full explanation.
ii.Prepare its recommendations on the way forward and suggest the following:
-Establish a Monitoring system to ensure budgeted and allocated funds are 
utilized
-Inititate workshops in all the sub-counties to enlighten communities on 
required services that have been planned in the budgets
-Lobby private investors to invest in manufacturing,tourism 
infrastracture,rail/river transportation,mineral 
exploration,agroforestry,timber processing,transportation,trade,waste 
management,etc
iii.Initiate legal action-the charge is deliberately denying required services 
thus causing untold suffering (luck of drugs,water,development,etc) and white 
collar crime (incompetence,unprofessional actions,etc)-The legal approach will 
ensure that public servants are held accountable for their actions.
