Dear members: I am not sure whether Caleb is in town or not since I have not 
heard from him about the above mentioned subject (see draft concept note below) 
that I had requested if he could kindly follow up with the relevant 
authorities in Uganda. Caleb, could you acnowlegde if you intend to follow up 
or may someone get back to me ([email protected]) if they would like to follow 
up on on our behalf to ensure a meeting takes place in Arua? 
 
In my view the definition of Diaspora should include (in our case) all west 
nilers NOT living in West Nile. I beleive most  WNlers would want to return and 
create businesses in WN if the conditions and gov't support were favourable.

  DRAFT Diaspora “Home is the Best Summit 4” Concept Note for 2010 DRAFT
 Uganda Investment Authority Diaspora Investment and Business Summit code named 
“Home is the Best “is now an annual event. The last Summit was the third one 
and this year’s Summit is scheduled for 29th and 30th December 2010 in Kampala 
and an upcountry town to be selected in the course of the year. As the years go 
by, there is a need to broaden the scope of the Summit activities and also to 
give this annual home pilgrimage of Ugandans an international face. One way is 
achieving this is to engage specialized groups from the host countries by 
inviting them to join in the Summit activities as a way of technology and 
knowledge transfer. There is therefore a need to select a sector or two and 
give special attention each Summit
Until recently, Uganda has been a net importer of music and films. This is 
changing fast. However our Milt-media Industry is comparatively less developed 
than our neighbors in Kenya and Congo . A few renowned singers have performed 
in Kampala - Uganda , but their performance has left no ever lasting business 
impact on the Milt-media industry. 
 Summit Objectives
The main objectives of this year’s summit are,
1.      To create and provide a platform that will embrace the Ugandan Diaspora 
to meet in one place

To facilitate interaction of Uganda ’s Public and Private sector 
decision-makers with the visiting Diaspora  
To facilitate focused and individualized business discussion amongst the 
visiting Diaspora and Uganda industry in the priority sectors.
4.      To Present a strategies for facilitating a quantum jump in Diaspora 
participation in projects at home.
 Specific Objectives
1.      To allows them to actively express ideas on the developments at home 
2.      To analyst the review processes of policy and regulatory frame work 
regarding the business environment
3.      To reflect on their   businesses and investment achievements at home
4.      To introduce new ideas and concepts in investment
5.      To encourage greater participation of Diaspora in the SME Segment 
opportunities  
6.      To promote one or two sectors for Diaspora Investment.
Summit Structure
The Summit structure will include presentations, discussion panels and 
broadcastings that will focus trade & investment opportunities and challenges 
in different areas of the country. 
There will be side events that will include Exhibitions, Entertainment, 
Cultural Activities, Youths Activities and Diners, and Cocktails. The Summit 
will for the first time include a Music Festival and Promotion of the Music & 
Film Industry 
This years Summit will once again pay special attention to 
Agriculture-Agro-possessing especially Value Addition to our abundant natural 
resources, ICT especially use of Broadband Services for Investment, Education,  
Finance ,Health care and Tourism and other areas.
 Summit Outcome
 The Forum usually comprises as an exhibition of the solutions to the Diaspora 
needs, discussions on challenges, and new opportunities. Financial 
institutions, the construction & building industry, trading houses and the 
private sector as whole present their branded packages to the Ugandan Diaspora 
who usually lack information and knowledge about the home economic and 
investment climate.
Finally the Summit agenda will recommend the practical actions, time lines and 
tools that will lead to improved measures for better environment and embark on 
initiatives that will promote more Diaspora-led investments in the country.

Festival “
Participation in the Summit
Approximately 400 to 500 Diaspora members and their families who make the 
annual Christmas holiday pilgrimage to Uganda are expected to attend this 
year’s Summit . Last year’s (2009) events hosted in Gulu and Kampala had more 
that 126 participants while Mbale attached 83. There will be strong presence of 
Ugandan Business Community, Government Officials, NGO’S and limited general 
public.
