The proposed topic is Intellectual property Rights(IPR) and access to medicines. You will be able to know the difference between generic medicines and brand medicines( why medicines from India or China cost less than those from US, UK, Germany etc) and how the politics between the two limits access to medicines especially for a poor country like Uganda. You will also be able to understand the implications of the draft Uganda counterfeit bill on the ordinary Ugandan if passed as it is. Afew key issues about the global pharmacuetical politics and access to medicines especially ARVs in Africa will be tackled , time allowing. Recently, the media reported MPs Okumu Reagan and Tom Butiime asking the National Medical Stores officer why the drugs from UK, US, Germany costs more than those from China and India, the NMS official being a technical man even failed to answer this question. Many of our MPs are that ignorant about the issues and yet they are going to pass this bill without understanding the content. This is our chance to be informed. The facilitator will be Moses Mulumba, a legal expert with Coalition for Health Promotion and Social Development who has been fighting to change the problematic clauses of the counterfeit bill. According to media reports, some of the reguired changes have been made. If you have any other suggestions, please let me know.
