Dear All,

I think, we all need to appreciate this foundation has no full time
employees who do the day to day running of the affairs except volunteers who
have expertise in only certain areas and of course not everything.

Westnile Foundation is a collection of hundreds of sons, daughters and
friends of westnile with a diverse range of professional expertise. If
anyone feels they have something to offer, then they can speak up and drum
up support and lead the team in that direction of course with the blessing
and consent of the management of the foundation.

For example in the recent past;

· We have had people with interest and expertise in marketing and
event organising who have started the West Nile Night which has become the
envy of many communities in Kampala – little do they know we are actually
quarrelling.

· We have also had people with expertise and interest in Health Care
issues and have started the Science Café at Naalya Joint.

· There has also been the tree planting group

· Then there is the legal experts that have taken interest in the
BAT case in Arua

So my humble view would be if anyone has anything constructive to offer,
then they write up their proposal and we debate it here on the forum. Some
people might not take it but others will, and we will then see another
project like westnight , science café and others. We should not shoot down
other people’s projects, if we are not interested in that line of
activities, just start up another of your interest, you will be amazed at
how many people think alike and soon we will have westnile bustling with
activities that unite us to develop our land. Let’s not assume some people
here are paid to think up projects for us and the rest of us have to follow
and only complain when something goes wrong. We each have a responsibility
to think of something that we can do for WEST NILE!

I shall stress again, this is a forum of individuals of varied interests,
professional and social backgrounds, religious and political affiliations,
dialects, skin colour, etc.

The common denominator on this forum is West NILE – Here we are either sons
or daughters or friends of West NILE. All we need is respect for each other
and our diverse views and we will go a long way in developing our place.

Cheers,

Rogers

Dear All,

The level of insensitivity by some of the members on this net is becoming
very irritating. I have read two points of view on this net that have
stopped short of celebrating the deaths of the region's young lads during
the last westnile night.

Death as it were will get us anywhere whether you associate with others or
not. But if anyone disputes this fact I happy for that death proof family.
We ordinary mortals never celebrate even the death of ardent enemies if any.
But this net has some immortals that think our community's pain should be
used to further alienate ourselves rather than unite us.

July 11th was not westnile night but we lost our very own. The Gaaga
accident in Nakasongola was not Westnile night but we lost our very own. So
can our immortals on this net stand up and be counted.

Our current arrangements to have a memorial service must go ahead and infact
rather than have people pay to enter the ngiht club, I would think we must
register at a particular desk in the club and sign against for better
accountability. While I trust that Pa Lui mgt can handle gate collections
effectively, its also good for the Foundation mgt to get names of
contributors to the cause. I further suggest that those who normally find it
difficult or wont be able to make it to the next night and yet wish to
contribute can do so through our treasurer or some other person selected for
this purpose.

Can we also have the critics take an active part within this community and
guide foundation mgt on some of their "great achievements" that we can
emulate and they had better be genuine and measurable not personal
achievements of huge mansions while your neighbours go hungry.

I normally would not love to engage in acrimonious discussions but time and
again we see insensitive contributions and I think if silence means
appreciation of those points of view, we better speak up.

Much as everyone on this net is entitled to their opinion, I would think
that, when one feels something does not work for him or her, they should
not only stop at pointing out issues but rather go ahead to suggest
solutions or take lead in championing projects or issues at hand.

No one wished sad news or death for our own brothers and let’s get focused
and see how else we can have members converge/meet to discuss issues
pertinent to westnile other than the net based debates and blaming efforts
in place to bring people together.

Christine,

You are absolutely right. We are only VERY VERY GOOD in organizing social
gatherings. I don't know what our westnile community gets out of these
westnile nights if its not the sad news od death of our own.

It is high time this foundation moved from net based debate to actualities
at home. And engaging our politicians now as you articulate is one of the
ways. Hon. D'Ujanga was and is still the minister of state for energy if I
remember well. How much engagement have we had with him in respect to power
in Westnile?

Those of us who debate these issues on net in most cases are either able to
meet the obnoxious costs or can afford alternative means. We are not doing
much for the ordinary person. Lets do more.

Dear all,

I think this has come timely. It is time for putting our agenda to those
running after our votes. Voters need to have an agenda for the politicians
who are now hungry for votes. So what is our agenda as Westnile forum in
this political season. These politicians must be put to task to debate
issues that affect voters, not just come to tell us the usual lies and we
give our votes! People must be told what government owes them and they
demand for it through their leaders and this is the right time. Development
starts by having good leaders and if we dont have the right leaders this
election period then we should forget about the development agenda that we
are pushing. I remember when the issue of returning money came up, how
everybody had somebody to blame. This is the time for weeding those in
elective posts who are non-performers. And we need to task them with
development issues to prove their worth.

Many times we allow certain things to happen as if they are normal, buying
poles individually means formalizing this rotten system, is this what we
want to do? why dont we expose this and the responsible people come to
explain. Now if you buy substandard items like George has rightly explained
and your whole family is burnt in the house due to poor connection or
substandard connection items, whom shall we blame. What about those who are
unable to buy the poles but can afford to build their house and pay
electricity bill.

We have indentified a problem, I thought we could use a collective effort to
put it to order instead of resorting to individual solutions. If Wenreco is
to buy the poles, let them do so and if the issue is costs let us advocate
collectively for reduction so that many people can be able to buy. Resorting
to buy it individually from private firms or directly is not a long term
solution according to me.

We are not using the strength we have as westnile community to solve such
issues. We are very good at organizing social gatherings but with such
issues, it is a problem i dont know why but it is really very unfortunate.

All,

I think this is quite misleading. Yes, you can individually acquire the
poles and run the wires but at what cost? The poles to be acquired must be
of a certain minimum standard with the correct specifications i.e they must
be well treated using both copper sulphate immersion and creosote treatment.
I know only one treatment plant in Kampala. Secondly, the wires(read cables)
must be of a certain minimum standard too - i.e the type of material,
diameter etc. All these must be got from Kampala and are quite costly - may
be importation from India may be cheaper! Transportation logistics of these
items to West Nile is also another expensive affair. All in all, its a
costly affair! Thats why we have to ask the government to come in by way of
provision of subsidies etc. Otherwise, if you are Mike Ezra, its possible.

Dear All,

I have just talked to a staff (one of the team leaders) of Wenreco in Arua
about this. According to him, if one obtains poles privately, then you will
need to engage a private individual or firm to fix the poles and run the
line (wires). However, this private firm or individual needs to do this with
the full knowledge of Wenreco i.e. fill in some forms at Wenreco offices.
Wenreco will then come to connect your premises to the power line at a cost
of 246,400 UGX. This cost is basically the cost of the meter box.

He also says there is the power extension plan that they are currently
working on to extent power to many areas in and around Arua. In this plan,
Wenreco will run the main lines and individuals will then meet the cost of
connecting the premises to the main lines. This will still require
individuals to pay for poles depending on how far or near your premises is
from the main line.

As Ejiku asked, yes it is a practice Wenreco reluctantly seems to allow.

Dear all,

As u r all aware, the price Wenreco charges for poles is extremely high as
compared to the rate at which the poles are sold.

Aware of this, am suggesting we come as a group, purchase the poles,
transport them to Arua and then we get services from Wenreco for installing
them.

The current market price for distribution poles is 150$. If somebody in Arua
can get us the installation cost the better.
