I commend members for current rejuvenated efforts. Had this happened earlier 
on, 
with current critical mass, we would have created the kind of politics built 
around issues unlike the previous ones that tend to thrive on ignorance of the 
people as Sam and Anguzu rightly put it. I would have been happier than I'm now 
if the questions being asked were raised by our brothers and sisters at 
grassroots. I still find the question of what a candidate can do for the people 
a ‘top down’ approach. I’m praying for a day when this can be  a ‘bottom-up’ or 
two way. Many will agree with me, the disunity we suffer today is as a result 
of 
our needs being perceived from up. It's the same conclusion researchers of 
small 
start-up failures have arrived at. They argue that most entrepreneurs tend to 
concentrate on which product they think works out rather actual demands of the 
market. The end result is always a product that doesn’t meet needs of the 
people 
hence failure of the entity. I hope my view will not be looked as derailment 
but 
rather advocacy voice to awareness goal already perceived by many others.


What will i do for the people?
Though the i still thing the ideal case should been what the people want me to 
do for them, as an aspiring  FDC candidate for Maracha and a concerned member 
of 
this forum, I won’t hesitate to restate  issues of extreme poverty, declining 
academic performance, food insecurity, youth unemployment, poor health and 
sanitation I have always written about. I’m sure our archives will bear me 
witness! These issues are not mere dreams but represent anguish of our people. 
Because they perfectly fit into the millennium challenges, we stand to open 
doors for increased human development index in West Nile by confronting them.

Recognizing that nobody has lone answers to these questions; aware of the 
mainly 
legislative roles MPs play under the multiparty dispensation, my approach to 
development will be two phased. At National level, I foresee myself rally 
behind 
laws that boom investment opportunities and guarantee social security to the 
poor. Seeking amendment to Tobacco Act of 1967 will be top on my agenda and I 
think it should be one of our preconditions for votes alongside 
infrastructural development and rehabilitation of railway and satellite 
infrastructure. It's also my desire to push for increments in budgetary 
allocations to key sectors of the economy such agric which i believe are 
crucial 
for our agric-driven economy. I also think replacing patriotism with national 
services will save us 50billion each year. Lobbying for local content policy in 
exploration of our resources such as oil is something i will highly endorse. I 
see myself support attempts to create affordable health insurance programmes 
that guarantee enhanced heath care delivery to the poor. 



At micro level, our approaches are as contained in the attachment. 


However, i have these questions to ask:
What should any elected government do us anyway? 
What happens if there is no positive response?
How prepared are we as a region for Public Private Partnerships?
