There was the death case of one mother last year, whose names I cant establish
easily for now. she was the women counsellor for uriama sub county in Arua
district council. Uriama sub county is in Terego county.
She died in labour in Arua hospital. I am told she was due, came to Arua
hospital and her case needed an emergency attention in the theatre. This was
delayed by the health workers in the hospital and she died before she could get
into the theatre. I understand there was a case filed in court. I do not know
its progress. I am sure members followed this case and have more concrete
information.
As concerns your request on HIv testing in West Nile, for now I out of the
office where i have kept the book. I will get back next week tuesday and sent
to
you the related parts.

Dear members,
If you know of civil society organizations in the North and West Nile regions
involved in accountability and monitoring in health sector, let me know. A
donor
is willing to fund organizations that can carry out community monitoring on
qualtiy of health services, health budget monitoring to provide evidence on how
health funds are being used at the lowere levels of districts. This is aimed to
drawing governments attention at the fast falling quality of health services
and
also lack of funding or mismanagement of health funds at lower levels. Groups
involved in budget analysis could also be looked at.
Selection will be based on a clear critieria, concreteness of the work,
experience and advocacy focus.
If you know of such groups please get in touch with me privately. Remember, it
has to be northern Uganda or west nile
