It would have been simple to seek clarification from Mr. Acidri David Onzima, 
the source of the title "Lt". My undertanding is that Mr. Acidri used "Lt." as 
a short form of "Late",?a prefix normally used to refer to deceased persons.

I agree with Ruffino, Late Rt. Rev.?Dr. Enock Lee Drati served in the?Uganda 
Prisons Service before becoming a clergy. The same was with his predecessor, 
Late Rt. Rev. Caleb Mawa Nguma.
?
The last of their peer in the Uganda Prisons Service, who later became a clergy 
is Ven. Rev. Canon John Edega.?I do not know if he retired or he is still the 
Archdeacon of Maracha.

My sincere condolences to the Dratis and the larger?Lee?families.

Thanks Fr. Ruffino, for clearing this unsubstantiated assumptions without any 
proper inquiry and yelling it to everyone on the internet. Whoever must have 
said he was? a Lt. in the army must have been confused. His late brother who 
was in the Airforce was a Lt not even the the army as purported. I even wonder 
what relevance the military issue could have beared to? this proposition
