Dear Ismail, based on the issues you have raised, for sure something needs
to be done. Most of our district leaders are now based in Kla, others are
building,others have families and children living and studyin in Kla, so
they are most times with their families or doing their own things in Kla
and abundon their work in Arua but use government facilities to do their
personal things but if they are taken to foreign districts, they will learn
lessons from there. He needs to respect the transfer and go. It may also be
better for him in future.
