rejuvenation as well. I was lucky enough to get a break from recruiting
activities as well during the past few weeks and this is the reason you have
not heard from me. I am recruiting the following Chief of Party/Program
Manager position on behalf of Central Asia Development Group (CADG) in
anticipation of a future project. They are also looking for six (6)
short-term technical people in the areas of expertise shown below. I am
accepting resumes for STTA subject matter experts that
are Supply-Chain/Marketing experts, Agrochemical knowledge
experts, Livelihood/Education Specialists, Input Regulation Experts, Seed

Title: Chief of Party (CoP) for Agricultural Inputs Development Program
Location: Kampala, Uganda
Start Date: To be Decided; duration of contract will be minimum of one (1) year
Project Summary: The Program for Agricultural Inputs Development (PAID) seeks
to address stagnant production levels and declining soil fertility through
increased access to high quality agricultural inputs. Uganda has relatively low
agricultural productivity for a variety of reasons: poor agronomic practices,
low quality germplasm, declining soil fertility, losses due to pests and
disease, and poor post-harvest handling practices, all contribute to an
agricultural system failing to meet its potential. The overall objective of
this program is increased production of maize, beans, and coffee through the
appropriate use of high quality agro-inputs. Improving the availability
(physical distribution), access (affordability and quality), and utilization
(knowledge of inputs and safe usage) of high quality agro-inputs, will result
in higher yields and incomes for target farmers.
Key Roles and Responsibilities: The Chief of Party (COP) will manage all
aspects of project including meeting the objectives of the project while
providing overall leadership in technical, administrative, operational, and
management of the project, with a focus on achieving the results defined in the
co-operative agreement. The COP is responsible for developing a strong,
coherent vision within PAID and initiating innovative strategies across various
components.
Experience Requirements:
* Minimum of ten (10) years or more international development sector
work experience with progressive responsibilities is required
* Minimum of five (5) years of experience in managing and implementing
large and multi-faceted economic development projects/programs is required;
(management of projects greater than USD $5 million is desired)
* Significant experience using a market oriented approaches and/or,
supply chain development in areas of economic growth, agriculture and inputs.
* Demonstrable knowledge of rural agricultural communities.
* Successful management of a USAID project is required.
* Experience working in Africa (Uganda) is a high preference.
* Significant supervisory work experience including direct supervision
of professional and support staff required
* Experience assembling teams working on multi-faceted international
development programs.
* Master’s degree in international development, agriculture,
agrochemicals, or related field of study required; (or Bachelor’s degree with 5
years equivalent of additional relevant work experience.)

Other subject Matter Experts Needed (short term):
CADG also will have a need for short-term technical people in the areas of
expertise shown below. Each Technical Advisor will be needed for duration of
1 to 6 months. The Scope of Work will include: country visits, feasibility
studies, meeting with potential local organizations, short-term input on
existing and future donor projects, proposal input (for this and other projects
in the area).
1. Supply-Chain/Marketing expert– knowledge of national & local
suppliers as well as the habits of the potential consumers – branding,
packaging;
2. Agrochemical knowledge expert – to improve soil fertility
(fertilizer) and pesticide usage;
3. Livelihood/Education Specialist – create/increase education programs
for proper usage and benefits: a. Agricultural Youth Programs/link to
university/ demo farms; b. Should have experience w local govt and NGOs ;
4. Input Regulation – counterfeit input, quality control, govt policy
review;
5. Seed expert– quality control, access to good product, pest
resistance, etc….
6. Monitoring & Evaluation (M&E) Manager
