Again, we are seeking qualified applicants, on behalf of Roots of Peace,
for COP and DCOP positions in Afghanistan.  Applicants should be expat

position is contingent on Roots of Peace success in obtaining funding for
this project.



*POSITION #1*

*Title of Position:  *Chief of Party (COP)

*Location:  *Kabul, Afghanistan

*Start Date:   *Late summer or early fall 2012 (to be decided – this is a
proposal yet to be funded.)



The Chief of Party (COP) is responsible for all implementation decisions in
the field.  In close consultation and collaboration with the Directors
of *Ministry
of Agriculture Irrigation and
Livestock<http://click.icptrack.com/icp/relay.php?r=69106011&msgid=2093424&act=Q6A5&c=934820&destination=http%3A%2F%2Fwww.mail.gov.af%2F>
*  (MAIL)’s Research and Extension Departments or their designated national
counterpart assigned to him/her, the COP, based in Kabul, shall be
responsible for coordinating and preparing both national and provincial
annual work plans, quality control and timeliness of all deliverables,
including reports, and review of all financial and results reporting
information both at regional and national levels on a regular basis.

He/she will serve as primary point of contact for the Contractor to the
USAID Contracting Officer (CO) and Contracting Officer Representative
(COR), and will be the principal liaison with USAID staff, institutions,
and client country partners to exchange information and develop
professional relationships. The COP is responsible for all reporting to
USAID. He/she will play a lead role interacting with senior GIRoA
counterparts, donors, and other key agriculture and water management
stakeholders. He/she will make verbal or written presentations as requested
by the COR to varied audiences.



*Minimum Qualifications Requirements: *

   - At least 7-10 years of progressively responsible international
   development experience in managing and implementing large agriculture
   research, development and capacity building- oriented programs in
   developing countries.
   - *Supervisory Experience**:  *At least 7-10 years of progressively
   responsible supervisory experience, including:  1. Direct supervision of
   professional and support staff;   2.  Experience in building and
   effectively supervising teams composed of multi-national, multi-cultural,
   multi-disciplinary, and multi-institutional workforce; 3.  Quality
   evaluation of staff performance and deliverables; 4. Contract management;
   5.  Excellent interpersonal skills and demonstrated ability to hold staff
   accountable for quality outputs and results.
   - At least 5 years of successful experience as Project Director or Chief
   of Party of large donor- funded technical assistance programs and projects
   of comparable depth, breadth, and complexity; particularly in transitional,
   Islamic, post-conflict countries.
   - Demonstrated expertise in agricultural development and host country
   capacity building program management.
   - Prior experience in designing and implementing agriculture and host
   country capacity building programs in Afghanistan, the region, or a
   conflict or post conflict country is highly desirable.
   - Experience working directly with host country Ministries, financial
   systems, and direct assistance implementation mechanisms is highly
   desirable.
   - Demonstrated team building, decision-making, problem solving,
   management, negotiation, and leadership skills are required.
   - Excellent oral presentation and concise writing skills.
   - *Language competency:* Fluent in English (speaking, reading, writing,
   and understanding) is required; fluency in Pashto or Dari is desirable.
   - *Education: *MSc degree or higher in an agriculture-related,
   international development, governance, or a related field*.*
   - *Citizenship:  *U.S Citizenship or long term residency is required.
   - Ability to interact regularly and professionally with senior
   host-government counterparts on policy and other strategic planning and
   program implementation issues.
   - Demonstrated organizational skills and strong record of accomplishment
   in meeting deliverables and deadlines.
   - Demonstrated ability to work collaboratively with other contractors
   and teams implementing USG- and other donor-funded development programs,
   including programs that focus on nonagricultural but complementary success
   such as infrastructure and democracy/governance that are critical to the
   success of agricultural development programs.
   - Capacity to effectively deal with and resolve conflict.
   - Demonstrated ethical management approach and Demonstrated team
   building and management skills.

POSITION # 2

*Title of Position:  *Deputy Chief of Party (DCOP)

*Location:  *Kabul, Afghanistan

*Start Date:   *Late summer or early fall 2012 (to be decided – this is a

The resident Deputy Chief of Party (DCOP) will be based in the Ministry of
Agriculture Irrigation and
Livestock<http://click.icptrack.com/icp/relay.php?r=69106011&msgid=2093424&act=Q6A5&c=934820&destination=http%3A%2F%2Fwww.mail.gov.af%2F>
(MAIL) in Kabul, and will also serve as a senior technical program
coordinator and director of finance and administration. The DCOP will play
a lead role in the design and implementation of program management tasks
related to agriculture, technical program implementation, as well as
institutional coordination. He/she will provide technical leadership for
and supervision of consultants and field staff. He/she will interact with
senior government officials, donors, and other key stakeholders in
agricultural production, irrigation, and water resources management.



*Minimum Qualifications Requirements: *

   - At least 5-7 years of progressively responsible experience in leading
   and providing technical, financial, administrative and accounting
   management oversight for large donor-funded agricultural development,
   applied research and extension programs, particularly in transitional,
   Islamic, and/or post-conflict countries.
   - *Supervisory Experience:**  *At least 5 years of progressively
   responsible supervisory experience, including:  1. direct supervision of a
   diverse team of professional and support staff.  2. Demonstrated experience
   collaborating with and supervising host country nationals.  3. Demonstrated
   experience, collaborating and coordinating with and working in concert with
   host country counterparts. 4.  Excellent interpersonal skills and
   demonstrated ability to motivate staff to be accountable for program
   outcomes.
   - Experience with applied agricultural research, field extension and
   capacity building of host country organizations.
   - Demonstrated experience with host-government and private sector
   partners in planning and evaluating agriculture and agricultural extension
   programs.
   - Experience managing or directing training and capacity building
   activities.
   - Experience designing and/or implementing research or human resources
   development activities a plus.
   - Demonstrated expertise in agricultural production, dry land and/or
   irrigated agriculture, water resources management in agriculture, or
   agronomy.
   - Prior experience as a Team Leader for development programs/projects
   with similar complexity in Afghanistan or other conflict or post conflict
   countries.
   - Experience working with a range of stakeholders, from high-level
   government officials to small farmers.
   - ·         Track record of successful finance experience on projects
   with similar complexity as AGRED in Central Asian Republics, South Asia, or
   Afghanistan.
   - Familiar with USAID project accounting requirements.
   - Fluent in English -speaking, reading, and writing- required. Ability
   to communicate comfortably in Dari and Pashto is required.
   - Excellent interpersonal skills
   - Excellent written and spoken communication skills.
   - Ability to interact regularly and professionally with senior
   host-government counterparts on policy and other strategic planning issues.
   - Demonstrated organizational skills and strong record of accomplishment
   in meeting deliverables and deadlines.
   - Prior experience in Afghanistan or South Asia is a plus.
   - Demonstrated ethical management approach.
   - *Education: *Master’s degree or higher in agriculture, international
   development, governance, business administration, or related field.
   - An expat American is strongly preferred for this position.  Therefore,
   U.S Citizenship or long term residency is required.
