Dear Izama, The Uganda-Congo boarder at West Nile is one of the artificial 
boarders drawn devoid of sense and insensitive to the pre-colonial African 
societies. It is for that reason that we have the same counties, people and 
language permeating through the communities across the boarder divide. We have 
Lugbara, Kakwa and Alur divided by the Congo - Uganda boarder. The level of 
development has been uneven. Whereas the Lugbara, Alur or Kakwa of Uganda 
boasts of a health center 1V or medical services, good road network, 
electricity, school facilities, peace and security, his or her counter part in 
Congo, lacks good roads, has no good schools, no banks, no electricity, is 
living in fear and is insecure. These communities expect to gain from each 
other, for instance most of the Lubgaras in Congo get treatment from Arua, they 
buy essential commodities from Arua and some of them get education from Arua. 
This means that inspite of the boarder, these communities are one. With oil 
prospects in the next ten years, there is need for investment in the culture of 
the boarder communities in terms of community libraries, preservation of 
language, their is need to invest in infrastructure, schools, modern farming 
methods, issues which allow normal trade, and improved welfare and standard of 
living. In the event that Governments and oil companies abandon either 
communities, expect a level of conflict and insecurity which will make oil 
business a night mare for the companies. I think their is direct relationship 
between wars and poverty.
