Thanks for your response Doc! I think for once, the best and
brightest people from our region should stay home - I mean stay and work to
develop their various places in West Nile. Why and for how long shall we
continue to export the best and brightest to work elsewhere in Uganda or
other parts of the world??

Your response reminds me of a posting on Kobokonet nearly 8 years ago in
which I stated that the people of Koboko in particular and West Nile in
general have left their places of birth and travelled south in search of
greener pastures. For Kobokans, south meant Arua, Rhinocamp, Buganda,
Busoga etc.,  because of lack of opportunities in our land. This voluntary
and involuntary southward migration started nearly two hundred years ago
peaking during the mid to late 70s when many young men joined the Uganda
army; only to be interrupted by the 1978-79 civil war. Since 1979, the
outward migration changed direction where our people migrated to Congo and
the South Sudan with a few, continuing to overseas destinations. With the
breakout of civil war in both Congo and South Sudan, there was no where
else to go but return to Uganda and resume the southward migration.

History and geography have been unkind to us in many ways: we were not able
to develop strong kingdoms \ chieftains unlike other parts of Africa\world.
Such institutions have been able to keep their people together and allowed
them to bargain as single entities when they came into contact with other
cultures. Today, for example, you see the Baganda and other kingdoms and
chiefdoms being able to run and deliver services for their own people in
addition to government of Uganda programs and services. Their best and
brightest can work for their own kingdom and or for the govt of Uganda.
Whereas for us in west nile, we only rely on government of Uganda programs
and services.

Geographically, although a disadvantage at the turn of the last century,
our location is now an advantage which we have yet to exploit to the
maximum. The fact that we are far from the seat of govt of Uganda located
over 500 kilometres away means that our development was delayed because we
are almost an after thought for all successive Uganda govts since
independence.

For me  I think it is very important that we have some of the brightest
people take important positions such as the LC-5 chairman as well as
Councilor positions. Yes, it is important to have great MP's from Koboko
but unless you become a Minister, your influence is very marginal. Yet, as
an LC-5 Chairman you can influence policy and make a "real" difference in
the lives of the local people! Therefore, we really need to think hard and
ensure that the best and brightest from our regions run the various
government of District governments because there is too much work that
needs to be done.

Is it any wonder that your colleague Dr. Ian Clarke of Kampala
International Hospital chose to run for LC-3 chairman instead of MP? It is
because Ian sees that he can make the greatest impact  at the local level.
That is why I think many of us should reconsider the notion that we should
all become MPs in order to make a difference!

Yes, it is important that we should have great MPs from our region as well.
Yes, you or any other person can displace Hon Anite but as indicated above
you may not be lucky enough to be a member of cabinet where you could have
some little bit of influence. We all know what backbench MPs are expected
to do ...nothing more than cheerleading and pushing government legislation
through even if deep down they dont like the piece of legislation. Rarely
do backbench MPs propose own bills for debate and if they do, rarely become
law.

Koboko District as well others in the west nile region need people like you
to lead them. As you are aware around the world, especially, in the USA,
most presidents, governors, and other legislators start at the lowest
levels -- as municipal and state legislators where they really make their
mark before taking on higher level positions. Likewise, in the UK, many
local councils' chief executive officers are some of the most brilliant
people who then get "invited" to head national government departments
either as permanent secretaries or Ministers if they run for parliament.

One of the reasons why we have such problems in the country is because we
have too many inexperienced people holding high level  positions and have
no clue how to provide leadership to their organizations.

I believe in the bottom-up approach where leaders start at the local level
before they proceed onto the national stage.  Coincidentally, my current
work is strategic policy so we do have something in common. As a strategist
I say, let the bright West Nilers think of taking up positions of authority
back in their respective districts if we ever hope to make a difference in
the lives of our people.
