A Daily Monitor OpEd article (link below) says: "The 1995 Constitution is probably the most abused Constitution in the world. It has suffered countless amendments, starting with a rather ‘ harmless’ one of increase of the number of Cabinet ministers in 1996, and then the “killer amendment’’ of 2005 which abolished term limits. That actually destroyed the spirit of the Constitution. The current Bill to remove age limits is the burial of the carcass."
What many are still fearing to say, is that, no matter how long it takes, Uganda will basically now need a fresh, completely new constitution that serves the country, its values, and its wishes. One that will be truly by the people, and for the people.
