Please note that only the current CVS version is supposed to be able
to mirror data from Microsoft FTP servers (older version may or may
not fail, depending on whether the server provides directory listings
in Unix-like format).

I would suggest trying the latest CVS build for Windows (see
http://sunsite.dk/wget/ for information where to get it).

In case it does not help, please, send us a full debug ouput of the
mirroring session (`-d' command line option) so that we can have a
look what went wrong.
