I don't have a w2k machine handy for tests, unfortunately, let's hope
someone else on the list can shed some light on this.

I suppose you did test the usual things already which could be implied ?
E.g. 
- doing a normal ftp with the windows supplied ftp client does work on
that server/username/password ?
- does wget work with other ftp servers (possibly anonymous) ?

I just ask because often a hang after PORT is a problem with some kind
of nat/vpn/ppoe, possibly these tests could help you nail down the
culprit and solve your problem.
