cannot create directory with chinese name in ftp option

Hi,

i use the command like :

wget -m ftp://user:pass@HOST/DIR

to mirror a ftp directory DIR in HOST

if there are directories, whose file name contain chinese characters, under
DIR,
it will create a non-chinese directory.

For example, if i mirror a '�U�q' directory, i will get a directory
'%B8U%B3q'

in line 61 and 63 of  attached log file
