I'd like to request an additional (or modified) option
that waits for whatever time specified by the user, no
more no less (instead of the linear backoff of
--waitretry which is just a slightly less obnoxious
form of hammering).  Looks like it would only take a
few lines of code but I can't figure out how to
compile on Cygwin.

If someone knows how to compile it on Cygwin, can do
it with VC++, or some other wget-ish win32 program
(fairly small and noninteractive), I'd really,
_*REALLY*_ appreciate it!
