I used to add translations for Croatian, both for Wget and for other
programs, so I should know, but I must admit that the details now
escape me. In practice it boiled down to submitting translations by
sending mail to the Translation Project robot. The procedure was
somewhat nit-picky about technicalities, but once you got the hang of
it, it would work well.

your questions. I've had very good experiences with them.
As for Wget, I always preferred getting translations from the
Translation Project, for two reasons:
1. Behind every translation stands the language team comprised of
native speakers of the language. If someone has a problem with a
translation, I can safely redirect them to the team instead of
taking sides in an argument I cannot possibly understand.
2. The TP requires the translators to sign disclaimers for submitted
translations. These disclaimers are necessary for the GNU project
anyway, so it's as well that the TP takes care of the boring
legalese.
