wget displays permission error

Hi

When the local file does not have write permission, wget displays 
permission error.
wget version is 1.10 and 1.10.1.
wget 1.9.1 does not have this problem.
I would like to use wget 1.10.1. wget 1.10.1 supports files larger than 
2GB.

If this is bug, I desire the fact that this problem is removed.
