-k option does not relocate @import() and url()

using wget 1.10 on win32:

wget -kpxHE -Dwikimedia.org http://en.wikipedia.org/wiki/V%C3%ADctor_Jara

problem: -k option does relocate these, and files are not downloaded:

  @import (/css/style.css)
  background-image: url(/images/image.png) <!-- eg. wikipedia logo -->

NOTE: "%" must be doubled (%%) if running from a win32 batch file

i'd appreciate if someone could advise me on this issue, or fix the bug.
