   Yes, it appears that there's no check in the FTP code to ensure that
the existing file is smaller than the file to be downloaded.

   In my (greatly undervalued) opinion, it serves you right for
expecting "-c" to be useful. 

   Given that you seem already to have more of the file than actually
exists, wouldn't it make more sense to send some back, rather than
trying to suck down even more?  This looks like a job for Wput, not
Wget.
