I'd like to be able to partially remirror sites that I know have been updated. 
Can I force the --convert-links option to work on "local" links even if those
linked resources were not redownloaded?  In other words, a "trust me, I know I
have them already" option.  For large, mostly static sites, not having to
refetch the entire site would be beneficial.

For reference, my typical "mirror" command is 'wget --recursive
--force-directories --level inf --wait=3 --convert-links --follow-ftp
--no-parent --page-requisites'.  If I should be using something else for this
effect and missed it, please let me know.

Alternatively, maybe it would be useful if the --convert-links logic were spun
off into its own command.  Then, after putting the new file(s) in the existing
archive, one could relink the new file(s) to all the others.  This would
actually be better in cases where you only had a partial mirror to begin with,
because it would still verify the files existed before changing the links.
