I wouldn't call it a bug. While it may not be well documented (which would not be unusual), "-x" affects URL-derived directories, not user-specified directories.
Presumably Wget could be modified to handle this, but my initial reaction is that it's not unreasonable to demand that the fellow who specified the directory in the "-O" option should be responsible for ensuring that that directory exists.
