if it works (sorry, i am working on my ph.d. thesis and haven't been able to test it yet), i am definitely going to merge your code in the next release of wget. your patch fixes a well-known bug which should have been removed months ago. i was actually planning to fix that bug ASAP, but i am very glad you did it in my place. thank you very much for your precious help.
BTW, i am planning to release wget 1.10.3 in a few weeks, before the end of february. here is a list of thing that need to be done before releasing 1.10.3, just in case you're interested:
