no. if -c and -N do not work together, then you've found a bug. could you please tell us which version of wget are you using and the error messages you receive?

try this later. Redownloading from head looks make sense when -N was

yes, if you use only -c you can theoretically get a corrupted file.

When I used --tries=0 for ftp site, it did not retry. I tried to
download fedora core, and I plugged out cable, then, process was still
there, but not retrying.

which version of wget were you using?
