The current trunk version of Wget will do this if you specify -e contentdisposition=on. Note that the default behavior shouldn't necessarily be considered "wrong", since Content-Disposition is not an HTTP header, but a common extension taken from MIME. The Content-Disposition code is somewhat experimental, and may not work perfectly, and also results in sending a lot of extra requests, which is why it is currently disabled by default.
