They are all active from top down.
That is, the group is processed first. Then the contents
of the group are processed by there own rules and so
on.
For example if you set your group to only alert if
it is between noon and 5pm then that group will
only 'activate' its notifications between those times.
If one of your group members will only alert between
4pm and 9pm then it will only get that chance to
alert between 4pm and 5pm. Since the group
stops even considering processing its contents at 5pm.
(I assume you are using 602)
