You may want to reapply the WindowsNT Services Plug in.. Worked for me.

I am trying to upgrade from rev 5.0 to 6.02.  Being a coward I brought up 
another Win2k machine and did the update there.

1. Loaded up Wug 5 on the new machine
2. Loaded up my configs
3. Loaded up 6.02
I did tell it to keep my setting when asked during the install of 6.02.

My services.ini file looks correct.
Not all of the custom services that are in the services.ini show up. 
 Specifically I created services for testing APC environment module, and 
they're not there.  What files that I may not have moved over (or registry 
settings) need to be present to recognize the missing services?

When all is said and done, I will upgrade on the existing platform, I just
want 
to understand what I've missed before I make the plunge on my production 
machine.
