Yes. When you add alerts to a device, you would first add a new alert (Item
Properties - Alerts - Add) and set a trigger for 4 and then under the Time
Period Section hit change and specify the time period of 0700 - 1900. Then
you would add a new alert (this can be same notification type) yet increase
the trigger to 10 and under the Time Change - Time of day option to
1900-0700.
