sounds to me like the whatsup s/w has a bug there (?).  ie the dependencies 
are not working as we would expect.
"OK don't send a down alert because of the dependency on my switch; but I 
forgot about the UP alert so I'll now send that"
I cannot even hazard a guess as to why the 1 device should be different to 
the rest though, so my theory is flimsey.

Yes, I do have the 'auto send up alert' selected, but the rest of that text
says "after sending down alert" which it never did, but I don't believe it
should have sent either because this device has a dependency on another
device in that subnet (a switch) so while it did not send out a "down"
alert because of the dependency, it did send out an "UP" alert when it
should not have.

you 'must' have 'auto send up alert' checked.  After selecting alerts tab
for device double click the actual alert and you will see there are several
more options available to you.

I have 25 devices on a submap (running 6.02). 23 servers, a switch, and a
router. The switch has an up dependency on the router and the other 23
devices have an up dependecy on the switch.

Well, the switch missed one poll.

In looking at the event log, no alerts were sent out as it should be (we
have it set up for two missed polls.) but the 23 devices all indicated host
unreachable in the log.

When the switch came back, the log showed that the 23 devices were now UP
with 1 or 2 missed polls, but one of the devices had an alert sent out
indicating that it was "active and responding"

Does anyone know why this would happen? There is nothing different between
this one device and the other 23 (that I can see...)
