Like a few other complex services (like SSL, for instance), Whatsup is not able to completely emulate the client. You could try to remove the "Send to Disconnect" part of your custom service rule. That way, maybe Notes shall not gripe and complain if it gets a connect + disconnect w/ no user data. (The 'QU\r\n' might look like a notes packet - I dunno).
