I finally got a hold of someone there the knew something.  It is true that
the text messaging does not work.  He told me about a feature where you can
send a numeric page if voice mail picks up, but if you want to send only
numeric page and not rely on the vm NOT picking up, ie just in case you
answer the phone... there is a backdoor number for just sending numeric
pages.

so, for example, my cell number is 786-969-1234...  i configured whats up to
send me a page of 911 if my internet connection is down (i use email text
messages for anyother problem) like this...

atdt17859699999,,7859691234,1,911,#,#

atdt17859699999 dials the backdoor number
commas are pauses
7859691234 is my cellnumber (not really)
1 specifies a numeric page (instead of waiting for the tone to leave a vm)
911 is the message
the first pound is to complete the message
the second pound is to confirm it.

that's it.
