You can modify the HTTP Content Scan TCPIP/Service to do this.

Send=GET / HTTP/1.0\r\nAccept: */*\r\nUser-Agent: Ipswitch_Whatsup/4.0\r\n\r\n
          ^Insert your URL here (/controller.asp?act=161)  
       
If your are using WhatsUp Gold 7.0 it would look like this:
Send=GET /controller.asp?act=161 HTTP/1.0\r\nAccept: */*\r\nUser-Agent: 
Ipswitch_Whatsup/4.0\r\n\r\n
Expect=~[EMAIL PROTECTED] <mailto:[EMAIL PROTECTED]>
