I believe that you can check on wich user yuo are running WUG on the W2K and be sure that this user is an *Administrator* user on the server where the server you are monitoring runs. If this is all ok it should work without problem and without needs to downgrade to NT4.0
By the way you can use a GSM Modem to send SMS to CellPhones... I am waiting some info about these GMS modems from Siemens and Digicom... Good Luck!
