I've been having the same problem.  I had a machine that was bouncing
over the weekend.  I got about 10 service up alerts in a row without a
single down alert.  Is this a known issue?

Just recently upgraded to WUG 7.0 from 5.x. Seems as though Down
notifications aren't being sent, but when a service/machine comes back

the up notification is being sent. 

I've checked the Event logs, and the Up Alert gets logged, but the Down
Alert isn't. I've also double checked that I have the notifications set.
Any
ideas on this one?
