Gary,
   Most routers will give you FR sub interfaces in MIB II under "interfaces" so WUG 
will pick it up with discovery, Sadly some do not so you'll have to create a custom 
SNMP service using the MIBII frame relay MIB.
I think you will have to compile in the MIBs to be able to find what you're looking 
for.
The tree you will be working with is 1.3.6.1.2.1.10.32.2.1.

If you want to see bandwidth use on this circuit I suggest using Denika 
http://www.somix.com .  Denika will discover frame relay out of the box.
