Eric, I used to have the same problem and found that restrictions were made at the SMTP mail server level (due to internal security policies) and not with whatsup application. As we cannot change the policy we "fixed" this problem by creating rules on the exchange sever side that forward copy of all notifications coming from whatsup instance to the outside world. Pagers, cell phones and wireless PDAs are now receiving these notifications and helps to keep copies in our Inbox accounts for future reference as well as for audit purposes.
