I have seen the same issue in Win2k AD and stand alone servers running SP2.  (Current 
on all other security patches, just not SP3..)  The service will stop, it just takes, 
as Erik said, 5+ minutes.  Uninstall/Re-installing did not seem to fix the issue in 
the few cases where it was tried.
