The maps in the web view are listed in the order in which they are opened on the console. From the console, you'll have to close all maps, then re-open them in the order in which you want them to appear. Although, and I'm not really sure on this, you may be able to achieve the same thing by closing all the maps and re-opening them right through the web view. I've done this reordering of the maps several times. I just find it easier to disable OPEN CONTEXT ON STARTUP, close WUG at the console, then open my top-level maps and submaps in my desired order, then re-save the context, and re-enable the OPEN CONTEXT ON STARTUP.
It would be a nifty feature if the capability was added to do a right-click
and move a map UP or DOWN a level in the list........

Does anyone happen to know how to change the order of new maps in the
Topview Map? I added two new maps and they are appearing at the bottom of
the list when they should be automatically listed in numerical order much
farther up...as indicated in the attached pic:
