As far as the Syslog and WhatsUp Gold services are concerned, try this:
Goto the services in the control panel and set the Log On
option from Local System account to This account and
provide the userid and password.

In regards to the "voice message" (I assume this is Text-To-Speech
Notification Plig-in) try this: Run the TTS install as the userid 
in question.

The context issue is likely do to the fact the userid
does not have privileges to modify the HKLM registry.
