You can manually add time constraints to your Report Job.
We posted a knowledge base article on the topic in November:

- Create a Report Job that sets up the report.
  o set the report parameters.
  o (optional) select an export format
- Edit cststrpt.ini and add the following line to the job definition:
QUERY= {_.TIME} >= "0800" and {_.TIME} <= "1700"
Note: If you already have a QUERY= statement then just append the
following:
 and {_.TIME} >= "0800" and {_.TIME} <= "1700"
- Just select the job from the Report Jobs dialog and Do Report or
  execute the Report Job at the command line e.g. cstatrpt My_Job
Note: Do not modify the report job with the GUI as this will remove
your time parameters from the report job definition.
