This may sound dumb, but I ran into the same problem using my USR External 56 Fax/Modem. In the debug log, there was no carrier detected, even though I could hear the modem attempting the handshake.
 
Believe it our not, the modem was mislabeled. I had the RJ11 cable connected to the plug outlet that had the wall jack logo. Just as a test (I assumed that the mfg. cross wired the pair), so I plugged it into the outlet with the phone handset, and it worked.
 
Amazing, but true.

I have looked in the kb and on this forum and as of yet I haven’t been able to find anything that helped...  I am trying to setup my paging, however when I enter in all of my information and hit test I get the following error “no carrier”.  I hear the modem dial out and pick up but then “no carrier” and I get a pop up saying “pager failed.”  I have tried commas in behind the number it too was unsuccessful.  Here are the settings I am currently using:

Terminal number:  “the number I received from my paging service” which is metrocall

Terminal password:  “this isn’t needed”

Pager ID;   “ I entered in my pager number here”

Message string;  using default”

Protocol:  TAP—“confirmed with my pager service

Modem Initialization string:  “using default”

Baud Rate:  2400

COM Port: COM 1

8N1 is NOT checked

 

I am currently using brand new  US Robotics 56k faxmodem.

 

 Any and all suggestions would be very helpful.
