Actually there is a signigicant difference:

Out of my experience, it is much more commen for three pings in three minutes to
get lost even though the device really is up and reachable than for three
consecutive pings. On some WAN-Lines it is not uncommen for the first ping to
get lost and consecutive pings to get through

I did set the Trigger to 3 and still get quite a few false positives while the
real positives are three minutes late! For those devices beeing able to send two
or three consecutive pings would be a great improvement.
