No, there is nothing built-in to do this.  The up/down events
are recorded as tab delimited records in the event log:
20030203        102556  c:\WhatsUp\mymap.wup    SVCDOWN anyhost.com     127.0.0.1      
 Interface(2) Port 2             

I will pass this on as a suggestion to:
"Provide the capability to create a text report that gives
the number and names of services and devices that went
down since the last report run."
