Sam,
Do the dial up users have static or dynamic ip's?  If they are using static,
you could just monitor the IP addresses, and build availability reports from
that.  (Those reports would be web accessible.)

Can I with WhatsUp Gold  monitor a Cisco 3640 with a PRI, what users are
dialing in and how long they are staying online.  They are using local
authentication not radius. The customer whats to somehow produce a report or
