If you are not talking about traps... You would set an alert for a device to go out on the 5th failure. If you poll ever minute you would then send out an alert at 15 failures. If you poll every 5 minutes you would send out an alert at 7 failures. This is on a device basis. A second device will send out additional alerts. You could put dependencies on your devices to limit alerts.
If you are talking about traps then I don't think you have options in WUG. I use WUG 7, may be 8 gives you some options. I'm looking at Logalot for this type of issue with traps, for me it is email.
