Charles, Try this: Configure->Program Options->Logging - Log file directory. This is the directory the Performance Graphs utility will use to create the wugstatdata.tab file.
Do you see an error message? Another place to check is Data Sources (ODBC) in the control panel. Find the wugstatdata data source user DSN and verify the directory setting.
