Yes WUG can own its own modem ( or a second modem). 
 
In the Pager / SMS setup the modem is tied to a specific COM port.  This is where WUG would go to find which modem it should be using.

Thanks Mark. RRAS was also using the modem. Do you know if its possible for rras to use one modem and WUP to "own" a second modem so that I can dial in to look at the network from the wup server when the network is otherwise unaccessible?

First Go to Logs | Debug log and run a Pager test.  What error does WUG throw?  Is it "Failed to receive OK from modem"?
 
Next the actual pager notification file is kept in Whatsup\Notification\Pager.

Recent removal of spare modem leaves WUP unable to send pages. Hyper terminal verifies modem okay.

Com port correct. Testing of page immediately goes to failed without the usual delay when working properly.

Where is the ini or wup config file to verify??
