I had the same problem.  It turned out to be that the event alerts that I had set up were set to zero missed pings.  This led to the event alerts sending a down, but not an up notification.  It was easily fixed by putting a large number in for the number of pings missed.   This is just one of many possibilities.  Hope it helps.
